Oh they both know how much they enjoy tieing each other down - they’ve had plenty of time to play around with that in the last five years! - but in this sense it’s true. Jack doesn’t like to stay put for long, not with that whole universe out there to entice him. Ianto and Spike have certainly done their share of traveling around these last few years but he doesn’t have that same need to run Jack does.
